Gov. Cuomo Clears CNY, Four Other Regions for Phase Two Reopening

Central New York and four other regions have been cleared by Governor Cuomo to start phase two of reopening their economies after local governments expressed confusion and anger over a lack of direction until the last minute. 

Cuomo says he was awaiting analysis from international experts, although he didn’t publicly say how long that would take. 

"The five regions that have been in phase one can now move to phase two because their data has been reviewed and the experts say its safe to move forward.  People have been smart and you haven't seen the spike."

Some localities including Madison and Oneida counties, and Watkins Glen said they were moving to phase two regardless of what the governor said.  But, just what is included in phase two and what are the guidelines?

"It's 50 percent occupancy in office buildings.  No meetings without social distancing.  Retail stores 50 percent occupancy, wear the face coverings.  A store owner can tell you they don't want you to come in if you're not wearing a mask.  Malls are closed except stores that open to external entrances, curbside.  Barbershops, hair salons are open by appointment only.  The professionals in those operations have to get a test every two weeks."

Cuomo recommended the professionals get tested before they reopen, and customers should feel comfortable asking if their stylist or barber has had a test.  

Also at his briefing, Cuomo announced the New York City area could enter phase one on June 8.
