Syracuse's new police chief promotes veteran cop, agency's first female K9 officer

Since appointed to lead the Syracuse Police Department, Chief Joe Cecile has been quick to act.

Cecile promoted Richard Shoff, a 35-year veteran, to replace him as first deputy chief. The role was previously held by Cecile, who was tapped to lead the department last month after the former chief stepped down.

Cecile also tapped Captain Julie Shulsky as deputy chief. Shulsky, the department's first female canine officer, joined the Syracuse police force in 2006 and has spent 13 years in the patrol division.
