State Comptroller Tom DiNapoli says stage agencies must take stronger action to meet the ambitious clean energy goals. In a new audit, he cites inadequate planning, monitoring, and assessment of risks and challenges in meeting the goal of 70 percent renewable electricity by 2030 and net-zero emissions by 2040. DiNapoli says the Public Service Commission sometimes uses outdated data and bad calculations to determine whether the state can reach its 2030 goals and did not account for challenges that could delay meeting the targets. He also finds cancellations of energy projects have slowed progress, and the PSC did not fully plan for expiring contracts. DiNapoli says the state should provide a more accurate representation of the likelihood of meeting the targets and provide detailed cost estimates in periodic public reports.
