Alexander Marion's office estimates only about 25 percent of landlords comply with the 2007 registry. The city's Department of Neighborhood and Business Development says compliance is 33 percent.

The move by Councilor-at-large Rasheada Caldwell at Monday's session automatically removed the measure from the agenda. It could return at a later date.

The city can opt-in to what's known as Good Cause Eviction law, which aims to protect tenants from retaliatory evictions and arbitrary rent hikes.
