As a candidate for President four years ago, Bill Clinton argued that protecting the environment and maintaining a healthy economy do not have to be at odds. During his term in office, he has tried to prove this notion is true. Through consensus-building exercises -- such as the timber summit in Portland, Oregon, and programs like the EPA's Project XL -- the Clinton Administration has tried to forge "win/win" solutions.
