The Federal Aviation Administration is considering the adoption of regulations that would require airlines to install fire extinguishers in cargo holds. The most practical chemical available for those systems has been banned by the Environmental Protection Agency because it damages the ozone layer. NPR's Steve Inskeep reports the agencies appear to be headed for an agreement to use the banned chemical, while a safe, effective and affordable alternative is developed.
