A pass could allow you to use the thruway for free within Onondaga County during the most disruptive period of construction on the I-81 project. Assembly Member Bill Magnarelli and Senator Chris Ryan got the bill passed in both houses to allow people to get passes during the I-81 construction. It awaits Governor Kathy Hochul's signature.
“The I-81 project is the largest, most complex transportation infrastructure project in Central New York in a generation. We are already adjusting to the impacts of the first phase of construction. The disruptions will be considerable when the bulk of the construction soon commences in Downtown Syracuse, severely impacting traffic patterns on the current I-81 and I-690,” said Assemblyman Magnarelli, chair of the Assembly Transportation Committee. “The Thruway I-90 provides an alternate east-west route that could divert traffic from the heaviest construction zones.”
The bill’s goal is to give drivers a toll-free alternative for East - West travel during upcoming construction phases that promise more detours and delays. The passes would run out in 2030, when most of the intensive parts of the project should be done.
"This toll-free commuter pass is a practical solution that helps residents avoid daily gridlock, saves money, and keeps our region moving," added Ryan. "It’s the kind of smart, responsive policy our communities deserve while we invest in the future of our infrastructure. I urge Governor Hochul to sign this bill without delay so relief can reach commuters as construction ramps up."
The Thruway Authority, under the bill, can calculate the fiscal impact the free passes have. In the future, the agency could restrict the free passes to rush hour driving times.
Officials say thruway tolls discourage people from using the roadway for short trips, and this removes those tolls. Construction is well underway on parts of 81, as well as route 690, with more road closures ahead, as the project continues.
