ACR Health: NYS Open Enrollment Period is Longer than the Federal Deadline

Central New Yorkers may be surprised to know that health insurance experts are optimistic about the upcoming open enrollment period.  New York’s runs from November 1st to January 31st, a full month-and-a-half longer than the Federal deadline.   ACR Health’s Director of Insurance Programs, Steve Wood says despite the uncertain future of federal healthcare, it’s as important as ever to get insured.

“We’ve heard that they are looking cut those federal subsidies.  That won’t take effect until next year, before the next open enrollment period.  That doesn’t apply to this open enrollment period.  That doesn’t apply to this open enrollment.  We want people to come in and get health care.  We want them to get insured.”                

That optimism comes from a nearly unprecedented 5 percent drop in insurance prices.  ACR Health’s open enrollment program has enrolled more than 40,000 people with the past four years.   Executive Director Wil Murtagh gave much of the credit for those enrollment numbers to the Affordable Care Act.

“We served over 11,000 people last year on Medicaid.  We’re dealing with a heroin epidemic, as well and people are getting access to their substance treatment centers for intakes, for detox.  The Affordable Care Act is providing that opportunity for people."

Many people being assisted by ACR’s health navigators are surprised to learn just how widespread Medicaid eligibility has become.  Wood says especially for pregnant women.

“Fifty percent of babies born in New York State are born on Medicaid.  That’s wonderful.  Pregnant women are assessed at a very high level. You’re counted as a family of two and probably about $34,000 to $35,000 or under (income eligibility) will qualify you for Medicaid.

The organization worries about the future of Child Health Plus which is operating through an extension. The fear is that some members of the House will be successful in their attempt to pull all of the funding for the program.
