Syracuse Mayor Ben Walsh is asking the State Supreme Court to remove Clear Investment Group as the owner of Skyline Apartments. Walsh says he wants a neutral, court-appointed receiver to take over the property.

The city says Clear Investment Group has failed to make necessary repairs, leaving the building unfit for living. A broken standpipe caused flooding that went unnoticed for months.

The city also says fire hazards within the building have put neighbors at risk. Walsh says Syracuse will not tolerate inaction during a housing crisis.
