Skyline Apartments slated to reopen early 2026 under court-approved agreement

The troubled Skyline Apartments in Syracuse could have tenants back in some of the 352 units by early next year under a court-approved agreement.

The City of Syracuse sued owners Clear Investment Group for not following through on a previous rehabilitation plan.The building has been vacant for 18 months.

The agreement orders Clear to repair and modernize units, while addressing numerous code violations. The company has until April 30 of next year to complete repairs and get a certificate of occupancy. Partial certification is possible under the agreement, which could allow Skyline to begin occupancy in portions of the building before a final check.

“It also ensures the City can regularly inspect the property, monitor progress and return to court, if necessary,” said Mayor Ben Walsh.

Walsh signed off on the agreement … and said the city critically needs the affordable places to live as soon as possible.
