Congress Member John Katko proposed a bill that would change New York's and other states' bail measures to include the threat of criminal suspect when setting bail or releasing someone pending trial. He used the death of Connie Tuori in Syracuse, allegedly killed by someone out on bail, to illustrate the need for the change.
